HAWORTH HOME & SCHOOL ASSOCIATION CONSTITUTION and BYLAWS

ARTICLE 1: NAME

  1. This organization shall be called THE HAWORTH HOME & SCHOOL ASSOCIATION (hereinafter referred to as ‘HHSA’)

ARTICLE 2: OBJECT AND PURPOSE

  1. The object of HHSA shall be to promote a better understanding between parents and /or guardians of children attending Haworth Public School, its faculty and administrators.
  2. The HHSA shall undertake projects which will benefit Haworth Public School, its students and its graduates.
  3. The HHSA shall be a charitable organization which is non-corporate, non-commercial, non-sectarian, non-partisan and non-political.
  4. The HHSA shall not seek to direct the activities of the Administration, the Board of Education or activities of the faculty or control the policies of Administration, Board of Education or Faculty.
  5. The HHSA may cooperate with and endorse activities that pertain to education.
  6. The HHSA may, at the discretion of the Executive Board, engage in activities in support of the school budget.
  7. The HHSA may, at the discretion of the Executive Board and with the approval of the Administrators, raise funds to enhance the programs and facilities of the Haworth Public School.
  8. The HHSA may, at the discretion of the Executive Board and with the approval of the Administors, may engage in activities to foster an exciting educational experience for the students and faculty as well as a spirit of community within the entire school district.

ARTICLE 3: MEMBERSHIP

  1. Membership in the HHSA shall be open to parents or guardians of students attending Haworth Public School, as well as members of the residential and business community of Haworth.
  2. A ‘qualified’ applicant shall become a member on payment of dues provided herein.

ARTICLE 4: DUES

  1. Dues shall be payable annually in September for the ensuing school year.  
  2. The dues, the amount of which to be determined by the HHSA Executive Board, shall be paid per family per the ensuing school year. Membership for 2019/2020 is $30 per family.
  3. Only members in good standing shall be eligible to make or second a motion, vote or nominate for office, or hold office or a position as a chairperson of an HHSA committee.

ARTICLE 5: FINANCE

  1. The fiscal year of the HHSA shall run from July 1 to June 30 inclusive.
  2. Bank accounts shall be in the name of the ‘Haworth Home  & School Association’, and shall be opened only with the authorization of the HHSA President.
  3. All monies received shall be deposited in the authorized accounts and disbursed by check signed by the Treasurer or President or other authorized HHSA Executive Board members.
  4. Bank statements and treasury records shall be available for audit at the end of the fiscal year.
  5. All expenditures in the amount of $250.00 or more, with the exception of the normal operating expenses, budget items for the ensuring school year and/or expenses connected with self-sustaining projects, shall be presented to and approved by the HHSA Executive Board prior to disbursement of funds.
  6. In the event of liquidation and/or dissolution of the HHSA, whether voluntary or involuntary, no member shall be entitled to any distribution or division of its remaining property, or its proceeds. The balance of all monies or property received and/or due to the HHSA shall be used or distributed exclusively for purpose within Section 502(c) 3 of the Internal Revenue Code of 1954 there under as the same now exists or as may be hereafter amended from time to time.

ARTICLE 6: EXECUTIVE BOARD AND COMMITTEE CHAIRPERSONS

  1. The HHSA Executive Board shall consist of a maximum of eight (8) members.  Current members of the Haworth Board of Education, faculty or school administration are not eligible to hold a position within the HHSA Executive Board.
  2. The HHSA Executive Board is empowered to conduct the regular business of the HHSA. Any change in the basic policy, however, shall be decided upon by the HHSA membership.
  3. The Officers of the Executive Board of the HHSA shall be a President; Vice President; Treasurer; Communications Officer;  Fundraising Officer; Student Activities Officer; Hospitality Officer; Class Parent Officer.
  4. Other members of the HHSA may be Chairpersons (Up to 2 per Committee) of its operational Committees such as (but not limited to);

    • Book Fair
    • Drama Program
    • After School Enrichment
    • Author Visits
    • School Photos
    • Trick or Trunk & trEAT
    • Movie Night/Ice Cream Social
    • Ladies Social Night
    • Men’s Poker Night
    • High School Senior Scholarship
    • Spelling Bee
    • Math Counts
    • Monthly Teachers Lounge
    • Teacher Appreciation Week
    • Haworth Talent Show
    • Box Tops Fundraiser
    • School Supplies Fundraiser
    • Biennial Spring Fundraiser
  5. HHSA members may be appointed by the President as deemed necessary to supplement any operational committee. 
  6. If a vacancy occurs in the HHSA Executive Board, the President may appoint a HHSA member to fill the position with the approval of the Executive Board for the unexpired term.
  7. Executive Board members serve a maximum term of two (2) years, and may serve consecutive terms in the same position or a different position, if re-elected by the Membership.
  8. Committee Chairperson shall serve a minimum terms of two (2) years, and may serve consecutive terms in the same position upon approval by the Executive Board. 
  9. Upon completion of service of the maximum term by any Executive Board member or Committee Chairperson, the position will be listed as OPEN during the HHSA Annual Recruitment Drive. 
  10. Should the position of the President become vacant before the expiration of term, the Vice President shall assume the full duties and title of the President until the end of the current school year.  

ARTICLE 7: ELECTIONS

  1. In April the Executive Board shall review all terms of the Executive Board and Committee Chairperson to determine open positions for the upcoming school year.
  2. The President shall communicate via email or letter, advising each person within the organization whether their term has been served pursuant to Article 6 herein.
  3. In April/early May the Executive Board shall publish notice in the HHSA newsletter and HHSA website announcing any open Executive Board and Committee Chairperson positions.  Depending on the number of open positions the Executive Board may choose to hold a Recruitment Event. 
  4. HHSA members in good standing may submit their names for consideration of an available positions. 
  5. Elections shall be held at the last general meeting of the HHSA for the year by paper balloting.   
  6. All elected members shall take office on the last day of the school year.  
  7. Only HHSA members in good standing may vote in the Election.

ARTICLE 8: MEETINGS

  1. The Executive Board shall meet at least three (3) times during the ensuing school year and/or at the discretion of the President.
  2. All Executive Board members are required to attend monthly Executive Board meetings. Failure to attend three (3) meetings during any school year, except for reason of illness, or with the permission of the President, will result in resignation being requested.  Members unable to attend a meeting shall inform the President in advance of the meeting.
  3. Six (6) members of the Executive Board shall constitute a quorum at said meetings.
  4. General Meetings of the HHSA shall be held in October, December, February, April and May.  The general meetings may be postponed and/or rescheduled upon the recommendation of the President.
  5. Twenty-five (25) qualified HHSA members shall constitute a quorum at General meetings.  A majority of those present shall carry a vote. In the events that there are non twenty-five (25) qualified HHSA members present, 2/3rds vote of the members present shall carry a vote.

 

ARTICLE 9: DUTIES OF THE EXECUTIVE BOARD

PRESIDENT

Duties of the President shall be to preside at all General and Executive Board meetings of the HHSA, be a member ex-officio of all Committees, coordinate all activities of the HHSA and to endorse all official communications of the HHSA. 

The President will;

  • Represent the HHSA at school administration meetings
  • Represent the HHSA at Haworth Teacher Association meetings
  • Represent the HHSA at civic functions, where necessary
  • Appoint Ad Hoc committees as deemed necessary
  • Prepare agendas and writing up of minutes for all Executive Board meetings, Administration meetings and HHSA General Meetings
  • Liaison with local community organizations and Northern Valley School parent groups

VICE PRESIDENT

The duties of the Vice President shall be to assist the President in all matters. 

The Vice President will;

  • Officiate at functions where the President is absent.
  • Take over an interim President in case of President’s incapacitation or resignation. Upon the expiration of the two (2) year term of the presiding President, the Vice President will have first option to transition into the Presidency for a maximum term of two (2) years. 

TREASURER

  • Shall keep an accurate and detailed account in the Treasurer’s ledger of all monies received and paid out. 
  • Submits a statement at all general meetings including total balance on hand. 
  • Submits a written statement to the President itemizing monthly income and expenditures. 
  • Pay by check all bills authorized by the President.  
  • Shall work with the President and accountant to prepare tax statements and filings of the HHSA.
  • Deposit all incomes to the correct HHSA Bank Account.
  • Work to reconcile bank statements with accounting software being used (Quickbooks or other).
  • Record all income coming indirectly the the HHSA via means of a 3rd party site like Paperless PTO, Square, etc.

COMMUNICATIONS OFFICER

Responsible for maintaining the HHSA website, HHSA social sites, maintaining the HHSA bulletin board in the Haworth Public School entrance way, and preparing all of HHSA communications to include;

  • Monthly e-newsletter.
  • Weekly e-newsletter.
  • Ad-hoc social posting to HHSA Facebook page and Instagram.
  • Ad-hoc submission of announcements to the Haworth Public School for sharing with parents.

FUNDRAISING OFFICER

Responsible for overseeing the calendar of events for all fundraising programs throughout the school calendar year and ensuring all dates have been approved by HPS Administration

  • Recruiting of Committee Chairperson and supporting volunteers as needed.
  • Maintaining Master Task List for all activities and for supporting the Committees as necessary.
  • Responsible for completing Building Use form and submitting to HPS Administration office.
  • Responsible for approving all third party quotes, invoices, contracts.
  • Responsible for approving any out-of-pocket expenses.
  • To provide status reports at Executive Board meetings.

STUDENT ACTIVITIES OFFICER

  • Responsible for overseeing the calendar of events for all non-fundraising activities throughout the school calendar year and ensuring all dates have been approved by HPS Administration.
  • Recruiting of Committee Chairperson and supporting volunteers as needed.
  • Maintaining Master Task List for all activities and for supporting the Committees as necessary.
  • Responsible for completing Building Use form and submitting to HPS Administration office.
  • Responsible for approving all third party quotes, invoices, contracts.
  • Responsible for approving any out-of-pocket expenses.
  • To provide status reports at Executive Board meetings.

CLASS PARENT OFFICER

  • Responsible for recruiting 2-3 class parents for each grade
  • To act as a direct liaison for all Class Parents throughout the school year
  • Host a Class Parent Meeting at the start of the school year
  • To ensure that Class Parents review and agree to the Class Parent Roles & Responsibilities
  • To ensure that Class Parents organize Grade Specific events on behalf of the HHSA
    • Grade 1: Family Bingo Night
    • Grade 2: Animal Expo
    • Grade 3: Art Show
    • Grade 4: Book Fair Evening Celebration
    • Grade 5: Lead Breakfast
    • Grade 6: Bridge to Middle School
  • Ensure dissemination of HHSA communications via Class Parent class emails as needed when directed by President.

HOSPITALITY OFFICER

  • Responsible for organizing refreshments, including liaison with vendors, school administration and coordination for volunteers as needed.
  • Teachers back-to-school breakfast.
  • Student Council breakfast.
  • Holiday refreshments in Teachers Lounges.
  • Staff Appreciation Luncheon.
  • End-of-Year Breakfast or Luncheon.
  • Coordinating Gifts for Teachers/Staff at the holidays and end-of-school.
  • Oversee Monthly Teachers Lounge Committee Chair.

 

ARTICLE 10: THE CONSTITUTION and BYLAWS

  1. This Constitution is a binding document upon the HHSA Executive Board, Committee Chairpersons and Membership.  The Executive Board, Committee Chairpersons and Membership are obligated to adhere to the object, purpose, policies and procedures of the HHSA.
  2. The Constitution may be reviewed and edited at the discretion of the President and Vice President and approved by the Executive Board.
  3. Proposed changes to the Constitution and Bylaws from the Membership must be submitted in writing to the Executive Board for review and approval.
  4. Amendments to the Constitution and Bylaws that have been approved by the Executive Board must then be presented to the membership in writing, including but not limited to publication in the HHSA e-newsletter at least two (2) weeks prior to a public meeting where the amendments will be voted on by the membership. 
  5. Proposed Amendments will be presented at a General Meeting for voting on. If no less than twenty-five (25) members is present, a majority of those present shall carry a vote.  In the events that there are non twenty-five (25) qualified HHSA members present, 2/3rds vote of the members present shall carry a vote.
  6. The Rules contained in Roberts’ Rules of Order, Revised shall govern the HHSA in all cases.
  7. The Constitution may be read, within the discretion of the President, at the first yearly meeting of the HHSA Executive Board.
